WHML.ORG’s membership framework describes individual, corporate and constituent forms of participation, with categories reflecting different backgrounds and roles. The purpose is to make professional engagement understandable: who is applying, how they intend to contribute and which conditions apply to their participation.
Choose the right relationship
Students, researchers, academics, practitioners and institutional representatives have different needs. A suitable category should reflect the applicant’s actual status and intended participation. Institutional membership also requires clarity about who is authorized to represent the organization and what the relationship covers.
Understand the benefits
Learning, publications, events and professional exchange are themes in the membership framework. Their availability depends on the relevant programme and approved entitlements. A membership description should make included services, optional activities and separate application requirements clear before a commitment is made.
Account and membership are distinct
An account provides access to profile management and application functions. Formal membership requires its own review and approval. In the current test environment, package requests remain pending until an administrator confirms the request and the relevant test payment status; protected learning and certificates stay restricted until approval.
Participation with responsibility
Members contribute to the quality of the community through accurate professional information, respectful discussion and responsible use of resources. Renewal offers an opportunity to review details and the conditions of continued participation. The value of membership comes from a relationship that both parties understand.

* Income-Based Tiering Framework
WHML.ORG’s published income-based framework aims to make membership fees equitable and transparent across regions. It uses the World Bank’s four income categories: low-income economies (A), lower-middle-income economies (B), upper-middle-income economies (C) and high-income economies (D). The source explains that the classifications are updated annually on 1 July using gross national income per capita calculated through the Atlas method. It also cites the World Bank, Our World in Data and the OECD as economic and policy reference resources. The relevant classification year must be identified when applying a country tier.
The published framework takes Tier D, the high-income category, as the base membership fee and applies the following proportions:
- Tier C, upper-middle income: 75% of the Tier D fee.
- Tier B, lower-middle income: 50% of the Tier D fee.
- Tier A, low income: 25% of the Tier D fee.
The source framework rounds adjusted fees to the nearest $0.50 for consistency.
